Is this feminism going amok?

well i was in public transport today and what did i see? No beverages/food allowed , no tapes allowed (lol) and then there was this depiction of a bare chested guy and a big red cross saying NO. Why shouldnt men go bare chested? just becos women cant do, we shouldnt either? Is this not ridiculous?
