Manga is not for teens!?

I was recently browsing my local library and stumbled across the teen section i looked and scrolled through the books and found one of interest a japanese manga named Kagetora i flipped through the pages and found highly suggestive depictions of female characters and a moon peeking through a hole just to see them.Do they consider this appropriate for teenagers or are the just plain perverts?
