Why do people only care if a horror movie is scary?

Horror movies are just that - horror. Horror movies are for causing fear, which is a sort of emotion than although painful is very much enjoyed. Horror movies are not for plot, they're for causing said emotion. If a horror movie has failed to be horrific, it has failed in general because it was made, and classified, as a fear-provoking cinema.
