How to make skin on arms whiter or paler?

I am irish and italian mixed. I am mostly fair and light skinned, but my arms are darker because they used to stay in the sun or outside, compared to my chest and legs which stays covered all the time. How can I make the skin on my arm whiter or paler to match my rest of the body. Thanks in advance.
